ideal website accessibility?

I've been called on to be a paid beta for this new website for my university, they want to make sure it is completely accessible before they put out the site. So, I have come to you to ask a question. In the ideal world and you have to take a course about alcohol drugs, and stuff like that to get in to a university, what designs on a website would help? any hotkeys that would be helpful? I can think of navigation by headings, links that bring you to different parts of the same page, and maybe proper labeling but it's hard to say without any website to see yet. I have not gotten the details quite yet but wondering what I could suggest and you all blindies would say is the perfect navigation process on a website. so you can be as comfortable as possible. on both the mac and windows?

you know about the labeling. this means for buttens, graphics, links, etc.
headings are nice.
flash is fine, but again label the buttens.
that seems to be the biggest problem i come across. the lack of labels.

Also, if i'm not mistaken, Jaws doesn't support HTML5, but maybe some other screene readers do? so you might wanna avoid useing HTML5.

I definitely agree about flash make sure flash buttons are labled if it is used at all. It works for youtube because that's how all videos are displayed, but otherwise for general use I think flash is very tackey especially sites that completely use flash for everything. Definitely headings with different levels 1, 2, 3 etc are nice. I like when there are hot keys to return to specific pages such as alt plus h takes the user back to the home page, or the main page of the site. The less graphics and complicated things on the website, the better off I think it is. Labeled graphics are especially nice.

I also like skip main content links, and the FAQ that are seperated by links that jump you to each question, what in jaws would be called a "this page link."
